Eldest son of T. Silaban and I. Sihombing, Togar Arifin Silaban was born in 1958 in a remote village at Lumban Silintong, Silaban, Lintong NiHuta, North Tapanuli. The village is located in a hilly area above Toba Lake near Bakkara where Sisingamangaraja lived in the past. Togar grew up in that village until about seven years old.

Togar spent his teenage in Tg. Morawa, about 17 kilometer South of Medan, after following his father to Selayang in Kabupaten Langkat for about three years. Togar finished his elementary school at SD Negeri No 2 Pasar XIII. The school had four rooms with no floor cover; meaning the floor was soil. At that time, Togar and his friends using no socks and no shoes going to school..

After finished junior high, he studied in Medan for senior high. Until mid of grade-3 at high school, Togar had no clear plan for continuing study. Then, a relative suggested to go to Bandung for study in ITB. Togar finished his study at Environmental Engineering ITB. During the study, it is time for self esteem improvement.

    Work Experience:

    • 2006 – now : SURABAYA; Chief of Urban Environment Agency; Job description:  Preparing guidelines and strategy of the urban environment for Surabaya. Implementing environmental monitoring and controling for the city.
    • 2001 – 2006 : SURABAYA; Chief Division of Urban Development Planning Agency. Job description : Preparing guidelines and strategy of the urban development. Main responsibility includes planning of urban infrastructure development for long, medium term, and annual development program. The area of planning development includes general spatial planning, transport, urban drainage, and environment in Surabaya. Leading a team for preparation of General Urban Spatial Planning for Surabaya to 2015. Counter part team for preparation of Surabaya Vision Plan 2025, a plan for spatial investment development in Surabaya.
    • 1999 – 2000 : SURABAYA; Project Manager; Planning and Monitoring of Indonesian Social Safety Net Program for Labor-intensive Job Seekers Project in Surabaya. Main activities include administering, scheduling, tendering, controlling, and reporting the implementation of the project. Preparation of tender documents, contract documents, invoices and reports.
    • 1999 – 2001 : SURABAYA; Chief of Section of City Planning Department. Preparing revision of detailed spatial planning, particularly in preparation of residential areas and industrial estates.
    • 1994 – 1999 : SURABAYA; Deputy Chairman of UMU SUDP. Managing overall implementation of Surabaya Urban Development Project (SUDP). The project consists of water supply, sewerage, solid waste, urban road, urban drainage and Kampung Improvement Program (KIP). SUDP is financed by the World Bank and OECF (JBIC) Japan in Surabaya with a total population about 3 million inhabitants. Total project cost is about US $ 600 million over 5 years of implementation. Activities of UMU (Urban Management Unit) are programming, budgeting, controlling, problem solving and reporting. Main activities include: (a) assisting the project managers in preparation of tender documents, contract documents, tender evaluation in accordance to IBRD and OECF requirement; (b) chairing meetings with World Bank missions; (c) assisting PDAM Surabaya in implementing the water supply sector of SUDP; preparing sub-project digests, and terms of reference to be approved by the World Bank; (d) as a project liaison of the municipality of Surabaya in consultations and discussion with Central Government Agencies.
    • 1997 : ROTTERDAM; Guest Lecturer. Providing lectures for Integrated Urban Development Management (IUDM) Course in IHS Rotterdam, the Netherlands. Lectures consist of urban development management in developing country (Indonesia) including practical case of problem solving of project implementation and up-dating urban development program.
    • 1996 : ROTTERDAM; Guest Lecturer. Providing lectures for Integrated Urban Development Management (IUDM) Course in IHS Rotterdam, the Netherlands. Lectures consist of urban development management in developing country (Indonesia), including practical case of problem solving of project implementation including developing a mid-term urban development program.
    • 1995 – 1997 : SURABAYA; Deputy Chairman of UMU SUDP. Acting as leading of counter-part team for preliminary study of an integrated transport planning system until 2015 for Surabaya. The Surabaya Integrated Transport Planning (SITNP) Study, is financed by the World Bank to prepare a transport strategy particularly improving public transport system including introducing a plan for a light rail transit system in Surabaya. The study is about 25 months period with more than 30 experts from Germany and England , and more than 60 Indonesian specialists.Activities include to lead and to guide the consultants (from England, Germany and Indonesia) to be consistent with the objective of the study. Working together with the experts of the consultants to achieve the objectives of the project.
    • 1993 – 1994 : JAKARTA; Municipal Engineer. Monitoring and managing the preparation of the Integrated Urban Infrastructure Development Program (IUIDP) Projects such as Metropolitan Bandung Urban Development Project, National Water Supply Sector Project, Jakarta Water Supply Sector Project, Umbulan Bulk Water Supply Project (Phase I for Public Investment). The IUIDP preparation consists of preparation of urban development scenario for medium term (5 years), feasibility study, technical memoranda, financial assessment, institutional development, determining the preliminary design, environmental impact assessment, and project appraisal. Main activities include discussions of project appraisals with Lending Agency Missions, and preparation of materials for project negotiations with the Missions in order to obtain agreement with Lending Agencies about the project scope and the magnitude of the projects.
    • 1991 – 1993 : WINNIPEG, Graduate Student. Studying Environmental Engineering at the University of Manitoba, Winnipeg, CANADA. 1989 – 1991 :
    • JAKARTA; Project Manager. Managing the Integrated Urban Infrastructure Development Program (IUIDP) Implementation Management Development Project. As a project manager, dealing with implementation of the project such as administering, scheduling, tendering, controlling, and reporting the implementation of the project. Preparation of tender documents, contract documents, invoices and reports.
    • 1987 – 1989 : JAKARTA; Municipal Engineer. Monitoring of foreign aided projects in Directorate General of Human Settlements, Ministry of Public Works (Indonesia) such as, Medan Urban Development Project (MUDP) I; Bandung Urban Development Project (BUDP) I & II ; Small Town Urban Development Project, Urban V Surabaya and Ujung Pandang, Jakarta Sewerage & Sanitation Project (JSSP) and other bilateral projects. The area of monitoring including programming, budgeting, controlling, and reporting of pre-contract process and post contract process, disbursement status and problem solving of the projects. Then, preparation of reports to the related agencies (Bappenas, Ministry of Public Works, Ministry of Finance) including to the lending agencies such as the World Bank (IBRD), Asian Development Bank (ADB), OECF (Japan) and other bilateral donors. Developing a monitoring system for foreign aided projects in Directorate General of Human Settlements. Establishing a Management Information System in CPMO (Central Project Management Office) for monitoring of pre-contract and post contract, disbursement status and problem solving of foreign aided projects regarding the implementation of IUIDP.
    • 1986 : BANDUNG; Water Supply Engineer. Carrying out feasibility study and detail design of water supply system for 17 small towns (population 20,000 – 150,000) in West Java, Indonesia. The study includes survey of raw water such as surface water, springs and deep wells, design of the transmission pipeline and distribution pipeline, design of water treatment plants. Preparing tender documents for the project which is funded by Netherlands Government. Working with a team of expatriates from Dutch Consultants (DHV and IWACO).
